Working inside somebody else's program

You already have the bench. What you need is the read.

The usual objection to a practice this size is that it cannot carry an enterprise program. That is correct, and it is the shape of the offer rather than a gap in it. The program keeps its own people, its own plan and its own vendor, and buys one thing it does not currently have, which is a measured reading of the conditions constraining it.

Below are the 4 arrangements this takes. Each one names who holds the contract, because that is the fact that actually distinguishes them, and each names what is refused inside it.

Four arrangements

Under a prime

Who holds the contract
The integrator, the larger firm or the incumbent holds the contract with the client. This is a scoped line inside it, and the client's contracting office still deals with one vendor.
What is supplied
The diagnosis and the instruments, run against the program the prime is already delivering. Findings go to the prime rather than around them.
What is refused
No separate client relationship, no competing recommendation, and no scope overlapping what the prime is already accountable for.
What the program leaves with
A named constraint the prime can act on inside its own plan, with the instrument record behind it.

Beside the delivery team

Who holds the contract
The client holds both contracts separately, and there is no commercial relationship between the reading and the delivery.
What is supplied
An independent read of the conditions around the program, bought by the client and reported to the client.
What is refused
No oversight role over the delivery vendor and no judgment on their work. The instruments read the organization, never the supplier and never a person.
What the program leaves with
A reading the client owns and decides whether to show the delivery team.

Ahead of the program

Who holds the contract
Nobody holds a delivery contract yet, which is the whole point of this one.
What is supplied
The read that decides what the program is for, run before scope, schedule and vendor are fixed.
What is refused
No vendor recommendation and no role in the selection that follows. A firm that reads the need and then bids the work has an interest in what the reading says, and this one will not be in the running.
What the program leaves with
A stated constraint and a sequence, early enough to change what gets bought.

The instrument only

Who holds the contract
The client runs the administration and holds every relationship. Mission Intelligence Systems is not on site.
What is supplied
The instruments, the scoring, and a written reading of what came back. The client's own people invite participants and run the sessions.
What is refused
No facilitation, no interpretation session and nobody in the room. That is what makes this the cheapest shape and also the one that leaves the most on the table.
What the program leaves with
The measurement and the reading, with the organization's own people holding the room.

What this is not

This is a measurement supplier and not a delivery firm. Mission Intelligence Systems does not prime, does not carry delivery scope, does not staff a bench, and does not compete for work the program is already resourced to do. One person reads the conditions and hands back a reading somebody else acts on. Where a program needs more hands, this is the wrong call to make, and saying so here is cheaper than discovering it in month three.

Nothing on this page is that. The two are named separately because a reader shopping for one and buying the other would be badly served.

What every arrangement carries is stated once and applies to all of them. A reading is one vantage point, a recommendation is a hypothesis worth arguing with, and outcomes are decided in execution by people and systems these instruments cannot see.
