The expertise was already in the building. The authority to use it was not

Decision rights reaching knowledge the organization already had and could not hear.

Knowledge accumulates at the front. Authority accumulates at the top. The gap between them is where organizational performance goes to slow down.

No one had to learn anything for this to work. Somebody had to be allowed into the room, which is a change to the arrangement rather than to the organization's capability.

What happens

A space program needs a trajectory checked and has, on staff, the person best able to check it.

That person is in a segregated pool, is not in the briefing room, and is not on the distribution list for the numbers she is being asked to verify.

The reading

The capability gap is zero. Nothing about the mathematics is missing from the organization, and no hiring would improve the position it is in.

What blocks the work is a set of arrangements that decide who is heard: which room, which list, which title. The knowledge is present and the standing to apply it is withheld by structure rather than by anyone's stated intent.

The interventions that move it are unglamorous and structural. A barrier is removed, a name is added to a distribution list, a chair is put in the room. None of them changes what anybody knows.

What would have changed it

Run the same organization with the same people and the arrangements untouched and the answer stays where it is. It is not lost, it is simply never asked for by anyone able to act on it.

The second half is the harder one. Somebody moves a team onto a machine nobody has been assigned to run yet, which is authority taken rather than granted, and it holds because it turned out to be right.

Where you have seen this

The person who can answer your hardest question is two levels down and not on the invitation. Nothing about their knowledge is in question. Their standing to apply it is.

What to do about it

A reading that ends in understanding is entertainment. This is filed under Training, so it ends in things a team can actually do.

  1. Take your hardest open question and name who in the building could answer it. Then check whether that person is on the invitation. The gap between those two lists is the finding.

  2. Audit one recurring meeting by what it decides rather than by who attends. If somebody essential to the decision is absent, add them before you add anything else.

  3. Look for authority somebody has already taken without being granted it, and decide whether to make it official. Refusing to name it does not remove it, it just leaves the person carrying it exposed.

What the reading rests on

Status characteristics, and expertise that goes unused because it goes unrecognized

Status characteristics theory holds that in task groups the distribution of participation and influence follows external status distinctions rather than task ability alone, so who is listened to is shaped by category as well as by competence. The work applying it to expertise in work groups finds that recognition of who knows what is informed by both task-relevant and social category cues, which is the mechanism by which an organization can hold the knowledge it needs and fail to use it.

What this is not

These are readings, not evidence. A film is written to be satisfying rather than to be true, so no screening is a finding about any real organization and none is offered as one. What a screening does is name a mechanism that organizational research has actually studied, cite that research so you can go and check it, and then show the mechanism operating in footage you have already seen. The citation stands behind the mechanism; it never stands behind the film, and pairing the two is our reading rather than a result. Argue with the reading. That is the point of using material you already hold.
