Build the Picture
An organization can rarely see itself whole. Each function holds a fragment: its own piece of the process, its own version of the priorities, its own account of what is going wrong. The work of diagnosis is to assemble the picture no single part of the organization can assemble on its own.

When you arrive at a stalled effort, everyone has a theory, and every theory is partly right and locally true. The engineering team is right about the technical debt. The delivery team is right about the shifting requirements. Leadership is right that momentum has stalled. None of them can see how their fragments fit together, because no one is positioned to hold the whole.
Building the picture means gathering those fragments and arranging them until the actual shape of the constraint appears. It is not consensus, and it is not the average of the opinions in the room. It is the integrated view that lets you point at the one condition holding the others down.
Only once the picture is built does intervention make sense. Act on a fragment and you move a fragment. Act on the whole picture and you can move the system with a single, well-placed change.
