What conditions must exist before execution begins?
The first full capability of the Readiness System: quarterly planning rooted in Builders Build and expressed in the Four A's. It borrows discipline from established quarterly and increment planning practice, but its purpose is different. It does not schedule work. It designs the conditions under which the work can succeed, then hands execution a board that protects those conditions.
